One Architecture, Three Descriptions: A Unified Mapping of Beer's Viable Systems Model, the EU AI Act Essential Requirements, the Nannini Agentic Compliance Sequence, and VAIAS-ORG Across a Single Coherent Architecture

This paper demonstrates that four frameworks currently treated as separate in AI governance practice are structurally equivalent. Beer's Viable Systems Model, the EU AI Act's essential requirements (Articles 9–17), the Nannini agentic compliance sequence, and the VAIAS-ORG architecture for sublinear AI scaling are four descriptions of the same underlying architecture. The equivalence is demonstrated through systematic cross-mapping across all five VSM system functions, each AI Act essential requirement, each step of the Nannini compliance sequence, and each VAIAS-ORG layer. The paper applies the resulting architecture to three currently unresolved compliance challenges for agentic AI systems and provides a principled compliance methodology for providers operating in the current standards-free zone prior to the finalisation of harmonised standards under M/613.
