Dr. Miranda Smith serves as a Global Partner at IHRI and President of IHRI Federal Solutions Inc. (USA). She leads the institute’s Global Health Security and Biodefense initiatives, bringing elite expertise in the governance of biological and chemical weapons, biorisk management, and dual-use research.
A Researcher in SIPRI’s Weapons of Mass Destruction Programme, she focuses on global frameworks to reduce risks from emerging biotechnologies. Prior to joining the academic sector, Dr. Smith held senior advisory roles with the U.S. government, including at USAID, the U.S. Department of Health and Human Services, and the Department of State. She has contributed to international coordination under the Biological Weapons Convention, World Health Organization, G7, G20, and NATO.
Trained as a military pharmacist, she has over a decade of experience across the U.S. Government, including military service in the U.S. Air Force. She is a certified Project Management Professional and IFBA-certified in Biorisk Management.

Dr. Andrew Hodgers serves as the Managing Partner of IHRI Global Advisory and President of the Institute. He oversees the strategic direction of the "Global Five" ecosystem, bridging the gap between rigorous academic inquiry and rapid operational deployment.
As the chief architect of the "Practitioner-Scholar" model, he champions a vision where professional practice serves as the ultimate laboratory. He is dedicated to transforming experienced professionals into visionary leaders who generate verifiable impact. Previously, he served for 15 years as Director for the Centre for Advanced Professional Studies at a Middlesex University WBL international Centre.
His career blends senior academic leadership with high-level commercial acumen in the Optical, Technology, and Defence sectors. He holds a Doctor of Professional Studies (DProf) and an MBA.

Biography
Nicole Foster is a Founding Partner of the IHRI ecosystem and serves as the Global Chief Operating Officer. She architected the institute’s operational framework, translating academic vision into a scalable global entity.
She leads Sovereign Operations for IHRI in Australia and oversees the global delivery of complex projects. A dual-registered paramedic and nurse, she brings extensive experience managing regulated operations in remote and austere environments across four continents.
Ms. Foster specializes in clinical governance and the design of remote learning systems for the mining and defense sectors. Her background includes leadership roles where she utilized cloud-based systems to maintain rigorous compliance standards in high-threat zones. She holds a Master's in Public Health and is a Fellow of the Academy of Wilderness Medicine.

Biography
Dr. Manavi Jadhav is a planetary scientist and Director of IHRI's Aerospace R&D Lab in India. An accomplished researcher, she has successfully managed US federal grants, including work with the National Science Foundation (NSF) and NASA.
Dr. Jadhav brings over a decade of experience in building research teams and laboratories from the ground up. She is a deep-field expedition member for the Antarctic Search for Meteorites (ANSMET) and a recipient of the NSF's Antarctic Service Medal.
Her work at IHRI focuses on Human Systems Integration (HSI) for the NewSpace economy and Indigenous defense technologies.
